The Mindful Eye - I have used this site probably more than any other to view critiques of other peoples work.  I attended a wokshop by Craig Tanner, owner of this site and found him to be quite knowledgeable and very helpful.  Be sure to see his "Daily Crituques".  You will need to register with his site but it is well worth it.

NAPP - National Association of Photoshop Professionals for some of the best education you can receive to enhance your photoshop and photography skills.  They have a nice one year unlimited access program (normally $99) to access their extensive education library.
